November 20, 2022

A special meeting of the Stratton Village Board of Trustees was held on Monday, November 1, 2022 at 7:00 pm CT at the Village Clerk’s Office. Notice of the meeting was posted and availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the board room wall, and Chairman J. Griffiths directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session. Present: Chairman J. Griffiths, Trustee J. McDonald, Trustee T. Jones, Trustee M. McDonald, Trustee S. Hanes, Clerk T. Hedrick, Deputy Clerk D. Burk, Utilities Superintendent D. Magley, members of the public Kyle Sutton and Edward Barbour.

 

The meeting was called to order at 7:00 p.m.

 

OPEN FORUM: Trustee T. Jones inquired as to if the trash was being picked up regularly. It was noted that it still was not being picked up and not all trash was completed for the previous week. Clerk Hedrick stated they have had numerous complaints at the Village Office. The board would like to see quotes on other services that may be available for trash pickup. It was inquired as to why the Village dump trailer was being used by employee’s private vehicles. It was noted again that any private use of vehicle equipment should be accompanied by a work order and invoice.

 

NEW BUISNESS: Special designated license for Uppa Crik Tap Room was reviewed. Motion by M. McDonald and second by S. Hanes to approve the special designated license for Uppa Crik Tap Room. Roll call: Ayes: M. McDonald, S. Hanes, J. McDonald, T. Jones, J. Griffiths. Nays: None. Motion carried.

 

Current employee status of potential new hire Edward Barbour was discussed. Clerk Hedrick advised there still has been no proof of identification for employment provided to the office as of this time. The board agreed that documentation is needed for employment to begin. Deputy Clerk advised that she could help make phone calls regarding verification and documentation of social security card if Edward would come to the office tomorrow to provide the needed information. It was also noted that any Village equipment or vehicles that require a license to operate could not be used until verification of valid driver’s licenses was obtained. The other equipment should only be used for its intended purpose and not as a means of transportation.

 

Open Forum reentered as Utilities Superintendent Magley was not present at the time to answer questions. Magley advised he picked up parts for repairs on the trash truck. Magley also stated he believes that some customers needed to rent extra dumpsters for their excessive amount of trash. It was agreed that the dumpsters needed to be dumped weekly on a normal routine. Magley stated that the trash truck was running and trash service would be picked up tomorrow as scheduled on Wednesday. Magley reported he has not yet contacted a repair service for a service appointment for the truck. Trustee S. Hanes advised a company would be in town the following week to look at trenching at a property to provide electrical service. Trustee M. McDonald had questions regarding providing electrical service to the property. The Village Ordinance was reviewed.

 

Motion by T. Jones and second by J. McDonald to adjourn the meeting. Roll call: Ayes: J. Griffiths, T. Jones, J. McDonald, S. Hanes, M. McDonald. Nays: None. Motion carried and meeting adjourned at 7:31 pm.

 

The next regular meeting of the Village Board of Trustees will be held on Monday, November 21, 2022 at 7:00 pm at the Village Office.
