A meeting of the Stratton Village Board of Trustees was called to order at 7:01 pm on Monday August 19, 2024 at the Village Office by Vice Chairman J. Griffiths. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Stratton, and USPO: availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and Vice Chairman Griffiths directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.
Present: Trustee P. Bohochik, Trustee J. Stewart, Trustee J. Chivell Griffiths. Also in attendance were: Utilities Superintendent M. Petersen, Assistant Superintendent C. Stout, Clerk T. Hedrick, and members of the public Melissa Dailey, Chet Bridge, Cindy Richardson, Joel Richardson and Dennis Renfro.
Motion by Griffiths and seconded by Stewart to excuse Hanes from the current meeting. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent McDonald and Hanes. Motion carried.
OPEN FORUM:
Dennis Renfro inquired about the process to declare a house a health hazard.
Motion by Griffiths and seconded by Stewart to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
UNFINISHED BUSINESS:
With no objection third and final reading completed of Ordinance to adopt vacant property registration provisions as part of Section 70 Chapter 150 of the Village of Stratton, Nebraska Municipal Code; to repeal any conflicting Ordinances; and to provide for an effective date. Motion by Bohochik and seconded by Griffiths to adopt Ordinance 218 to adopt vacant property registration provisions as part of Section 70 Chapter 150 of the Village of Stratton, Nebraska Municipal Code; to repeal any conflicting Ordinances; and to provide for an effective date. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried. Discussion on process of registration and questions from the public addressed.
Clerk Hedrick updated the board on current grants awarded for playground equipment.
Truck parking ordinance was reviewed and discussed. Stewart suggested amending the ordinance to define by gross vehicle weight rating rather than total length.
Employment applications and bids were reviewed. Discussion on submitted bid versus hourly wage and use of Village equipment and materials. Motion by Stewart and seconded by Griffiths to hire Andew’s landscaping for park maintenance at the submitted bid. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
NEW BUSINESS:
Motion by Griffiths seconded by Stewart to approve Resolution 534 signing of the municipal annual certification of program compliance. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
Discussion on amending the Village fence ordinance to include requirement surrounding private pools. Subject will be tabled until more research and consideration can take place.
Motion by Griffiths and seconded by Stewart to approve special designated license for Stratton Recreation Club for September 28, 2024. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
Motion by Griffiths and seconded by Bohochik to approve street closure on Bailey Street for Stratton Days Events on September 28, 2024 for parade, street dance and car show. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
Motion by Stewart and seconded by Bohochik to approve building permit at 105 Hartford. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
Motion by Griffiths and seconded by Stewart to approve building permit at 119 Hamilton. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.

Employee Report: Nothing new to report.
Streets, Ally and Landfill Report: Superintendent Petersen advised the City of Benkelman reached out regarding selling their street sweeper if the Village of Stratton was interested in purchasing one. Member of the public Mellissa Dailey inquired about potholes on north end of Bailey Street and if the trash truck was listed for sale.
Electricity Committee Report: Superintendent Petersen presented information regarding a company offering GPS and thermal inspection reports on electric utility lines. Petersen will have more information with a quote for the next regular meeting.
Water & Sewer Committee Report: Discussion on date of water certification training for Assistant Utilities Superintendent Stout.
Finance Committee Report: Discussion on prepaid propane. Motion by Griffiths and seconded by Stewart to purchase $5000 prepaid propane from Farmers Cooperative Grain & Supply. Roll call: Ayes: Bohochik, Stewart, Griffiths. Nays: None. Absent: McDonald and Hanes. Motion carried.
Health & Welfare Committee: Nothing new to report.
Park & Recreation Committee Report: Clerk Hedrick inquired about repairing the surface on the pickle ball/tennis court at the park. More information will be requested from concrete business on possible options for repair.
Correspondence: No further correspondence has been received from individual for CPR/ First Aid training for staff. Stewart mentioned possible option available in conjunction with HCSO training. Member of the public Dennis Renfro mentioned a member of the ambulance department was certified to do the training. Clerk Hedrick will check with the individual on possibility of arranging the training.
