A meeting of the Stratton Village Board of Trustees was called to order at 7:00 pm on Monday November 24, 2025 at the Village Office by Chairman S. Hanes. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Bank Stratton, and United States Post Office Stratton. Availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and Chairman Hanes directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.
Present: Trustee S. Hanes, Trustee J. Stewart, Trustee H.A. Windecker, Trustee P. Bohochik. Also in attendance were: Utilities Superintendent J. McCorkle, Assistant Utilities Superintendent C. Stout, Clerk T. Hedrick, and member of the public Sabrinna Morgan, Stephanie Johnson and James Johnson.
Motion by Hanes and seconded by Stewart to excuse the absence of K. R. Moore from the current regular board meeting. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
OPEN FORUM:
Member of the Public Sabrinna Morgan spoke about a recent community dinner.
Motion by Hanes and seconded by Windecker to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
UNFINISHED BUSINESS:
Rental/Use of Village Land: Discussion regarding conditions, application, fees and deposit for use of village land by members of the public. More research will be completed.
Discussion on purchase of additional security cameras at the Public Works building. A quote will be requested for consideration.
NEW BUSINESS:
Motion by Hanes and seconded by Windecker to adopt Resolution 546 Signing of Year-End Certification of City Street Superintendent. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
Motion by Stewart and seconded by Bohochik to approve building permit at 111 Hartford Street. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
Motion by Stewart and seconded by Hanes to approve fence permit at 512 Barton Street. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried.
Discussion on property at 705 Pierce. Members of the public Stephanie Johnson and James Johnson addressed the board regarding the status of the property. They agreed to maintain the exterior of the property until the estate can be settled. There was discussion regarding hazmat cleanup and the fire department completing a controlled burn.
Employee Report: Nothing new to report.
Streets, Ally and Landfill Report: McCorkle reported that the armor coating has been completed on the scheduled streets. McCorkle also reported that the NDOT is scheduled to be in town this following spring for their project on Highway 34. Member of the public, Sabrinna Morgan thanked the utility department for repairs to the alley behind her property. McCorkle reported that there was a verbal complaint about the alley east of Bayard Street and north of Hamilton Street, however they have done maintenance already and any further work would be the responsibility of the property owner.
Electricity Committee Report: McCorkle reported that the recent power outage was due to a bad splice and he would need to order additional wire to have in inventory. McCorkle also has a company coming to town to review some needed maintenance. Trustee Hanes inquired about our maintenance items needed that were referenced by SWPPD. It was agreed to contact companies regarding testing of electrical poles. Discussion on theft of services by individual and on moving the meter away from the house for better access by Village employees. Discussion on sending employees for lineman training.
Water & Sewer Committee Report: McCorkle stated he is scheduled for water operator training for the following week. There was discussion regarding a backup operator.
Finance Committee Report: Hedrick inquired about trash rates and deficit in the budget. Electric rates were discussed. A resolution for solid waste rates will be drafted for consideration at the next regular meeting.
Health & Welfare Committee: A residence with continued issues accessing the water and electric meters were discussed. McCorkle said the side and front yard were addressed, but not the backyard. Discussion on moving the meters out of the backyard to provide better access.
Park & Recreation Committee Report: There has been no further damage to the park. Discussion on opening the bathroom back up for public use and purchasing security cameras as well as putting up signage. Trustee Stewart will assist with obtaining quotes for cameras and hardware to install.
Motion by Bohochik and seconded by Stewart to adjourn the meeting. Roll call: Ayes: Hanes, Stewart, Windecker, Bohochik. Nays: None. Absent: Moore. Motion carried and meeting adjourned at 8:22 pm.
A Public Hearing for Liquor License will be held on December 1, 2025 at 7:00 pm at the Village Office. The next regular meeting of the Village Board of Trustees will be held on Monday December 15, 2025 at 7:00 pm at the Village Office.
