A meeting of the Stratton Village Board of Trustees was called to order at 7:00 pm on Tuesday February 17, 2026 at the Village Office by Vice-Chairman P. Bohochik. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Bank Stratton, and United States Post Office Stratton. Availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and acting Chairman Bohochik directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.

Present: Trustee S. Hanes (arriving at 7:06pm), Trustee J. Stewart, Trustee H.A. Windecker, Trustee K.R. Moore, Trustee P. Bohochik. Also in attendance were: Utilities Superintendent J. McCorkle, Assistant Utilities Superintendent C. Stout, Clerk T. Hedrick, and members of the public Jen Moore, Carrie Sandmann, Mary Pierson and Shad Holland.    

 

OPEN FORUM: No comments made.

 

Motion by Stewart and seconded by Windecker to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Stewart, Moore, Windecker, Bohochik. Nays: None. Absent: Hanes. Motion carried.

 

UNFINISHED BUSINESS:

Unsafe buildings: Update was given on the status of inspections.

 

Ordinance was read on Permit of Use of Village Streets and Property. Motion by Bohochik and seconded by Stewart to approve third and final reading and Adopt Ordinance to Allow for Permit of Use of Village Streets and Property. Roll call: Ayes: Hanes, Stewart, Moore, Windecker, Bohochik. Nays: None. Motion carried on final reading and Ordinance 222 adopted.

 

Security camera quotes reviewed and discussed. Motion by Hanes and seconded by Bohochik to approve purchase of security camera bids as presented for the public works building and Pitner Park. Roll call: Ayes: Hanes, Stewart, Moore, Windecker, Bohochik. Nays: None. Motion carried.

 

NEW BUSINESS:

Motion by Stewart and second by Hanes to approve Resolution 549 adopting Revised Employee Handbook. Roll call: Ayes: Bohochik, Stewart, Hanes, Windecker, Moore. Nays: None. Motion carried.

 

Utility Superintendent McCorkle reviewed streets needing maintenance and options available. The board would like to have quotes for the different options as well as a complete assessment of all streets in town needing maintenance.

 

Motion by Bohochik and second by Stewart to approve lease agreement for welcome sign and authorize Chairman Hanes to sign agreement. Roll call: Ayes: Bohochik, Stewart, Hanes, Windecker, Moore. Nays: None. Motion carried.

 

Utilities Superintendent McCorkle submitted an estimate of cost to complete maintenance and repainting of both welcome signs along the highway entering the Village as well as installing lighting. With no objection it was agreed to put in a grant request to the Stratton Community Foundation to assist with the expenses.

 

Utilities Superintendent McCorkle requested to purchase two tablets for use during utility meter readings as well as upgrade the Village cell phones. McCorkle was advised to get quotes for consideration.

 

Member of the public Mary Pierson addressed the board regarding housing her horse on one half an acre inside the Village limits. Pierson advised that she has registered her horse as an Emotional Support Animal. Discussion on requirements of reasonable accommodation under the Fair Housing Act and amount of land needed to house a horse. Member of the public Carrie Sandmann and Shad Holland spoke on behalf of allowing the horse on less than two acres of land. The Board advised that they would consult with the Village attorney for direction on the mater.

 

Employee Report: Nothing new to report.

 

Streets, Ally and Landfill Report: Nothing new to report.

 

Electricity Committee Report: Nothing new to report.

 

Water & Sewer Committee Report: McCorkle gave an update on new meter change outs.

 

Finance Committee Report: Nothing new to report.

 

Health & Welfare Committee: Hedrick advised that there was a complaint of dog off leash. Complaint did not properly identify a specific resident or animal, and complaint will be placed on file. Hedrick advised 63 dogs have been registered, however there are still approximately 60 unregistered dogs and notices for fines will be sent out.

 

Park & Recreation Committee Report: McCorkle reviewed maintenance items needed at the swimming pool.

 

Motion by Hanes and seconded by Windecker to adjourn the meeting. Roll call: Ayes: Hanes, Stewart, Windecker, Moore, Bohochik. Nays: None. Motion carried and meeting adjourned at 7:58 pm.

 

The next regular meeting of the Village Board of Trustees will be held on Monday March 16, 2026 at 7:00 pm at the Village Office.
