A meeting of the Stratton Village Board of Trustees was called to order at 7:00 pm on Monday August 18, 2025 at the Village Office by Chairman S. Hanes. Notice of the meeting was posted in three public places: Village Clerk’s Office, MNB Bank Stratton, and United States Post Office Stratton. Availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the wall, and Chairman Hanes directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session.

Present: Trustee S. Hanes, Trustee P. Bohochik, Trustee J. Stewart, Trustee H.A. Windecker, Trustee K.R. Moore. Also in attendance were: Utilities Superintendent J. McCorkle, Assistant Utilities Superintendent C. Stout, Clerk T. Hedrick, and members of the public Rebecca Wasia, Chet Bridge, Jen Moore and Sabrinna Morgan.

             

OPEN FORUM:

Rebecca Wassia with the Stratton Ambulance informed the board that a grant was received and new AEDs have been ordered to place in several locations in town, including for the Village Office.

 

Motion by Bohochik and seconded by Stewart to approve the previous minutes, claims and treasurers report as presented. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

UNFINISHED BUSINESS:

Motion by Stewart and seconded by Bohochik to amend previously approved tree trimming bid to approve quote submitted by A Busy Beaver. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Motion by Stewart and seconded by Windecker to approve proposal from Figgins Construction in the amount of $89,110.60 for armor coating. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried. Discussion on obtaining gravel.

 

NEW BUSINESS:

Motion by Hanes and seconded by Stewart to approve Municipal Annual Certification of Program Compliance Resolution 542. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Motion by Stewart and seconded by Windecker to approve Recreation Club use of the Village land for the Mud Bog during Stratton Day Festival on September 27, 2025. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried. Discussion on need of extra dumpsters.

 

Motion by Stewart and seconded by Hanes to approve Recreation Club Special Designated License with the condition that fence on the north side begins south of 311 Bailey property. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Motion by Stewart and seconded by Hanes to approve Bailey Street closure from Howard Street north to Scarber Street for the parade and Bailey Street from Howard Street south to Railway Street for the BBQ and street dance during Stratton Day Festival on September 27, 2025. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Motion by Stewart and seconded by Windecker to approve building permit at 507 Hitchcock Street. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Complaint regarding drainage in the alley at 205 Hamilton was reviewed. Different options were discussed. Motion by Hanes and seconded by Stewart to follow up with availability and quote of mud rock from Jesse Mallett. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Request by resident for access to their own copy of tree dump key to keep was reviewed. Discussion was had regarding need, availability and regulations of the tree dump. With no objection it was agreed that any resident can check out the tree dump key overnight or on weekends with prior approval.

 

Motion by Hanes and seconded by Stewart to approve holding a fall clean-up for tree limbs and scrap metal on September 4th, 5th and 6th. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried.

 

Employee Report: Clerk Hedrick submitted volunteer hours worked at the swimming pool for the 2025 season.

 

Streets, Ally and Landfill Report: Nothing new to report.

 

Electricity Committee Report: Report from Fast Forward regarding the electric lines was received. There were a few low priority maintenance items noted but no major repairs needed. Board members would like to have the report shared with Southwest Public Power District along with tree trimming of branches away from electric lines completed. McCorkle also stated that a pole by the railroad was changed out.

 

Water & Sewer Committee Report: The routine sanitary report was received with needed corrections. One correction needed was access to a generator for the water well pump. McCorkle stated that a new shed would be needed as the generator would not fit in the existing building at the water well. Stewart stated that he has been in contact with vendors regarding extensions for the new AMI water meters to provide better connection.

 

Finance Committee Report: Clerk Hedrick informed the board members that the budget workshop would take place on August 25th at 6pm and the Village annual audit was scheduled for October 29th.

 

Health & Welfare Committee: It was reported that several properties with nuisance violations have been addressed.

 

Park & Recreation Committee Report: McCorkle reported that there has been no additional graffiti at the park restrooms since the security cameras were installed. McCorkle inquired about repairs and cleanup at the ballfield. An assessment of the buildings and land for needed repairs will be completed. McCorkle informed the board that the swimming pool has been drained.

 

Motion by Hanes and seconded by Stewart to adjourn the meeting. Roll call: Ayes: Hanes, Bohochik, Stewart, Windecker, Moore. Nays: None. Motion carried and meeting adjourned at 7:54 pm.

The next regular meeting of the Village Board of Trustees will be held on Monday September 15, 2025 at 7:00 pm at the Village Office.
