September 2020 Budget Hearing Minutes

A meeting of the Stratton Village Board of Trustees was held on Tuesday, September 8, 2020 at 6:00 pm CT at the Village Clerk’s Office. The meeting was the budget hearing. Notice of the meeting was posted and availability of the agenda was communicated in the advance notice. A poster of the “Open Meetings Act” was clearly visible on the office wall, and Chairwoman P. McDonald directed the attention of those present to the poster. All proceedings hereafter shown occurred while the meeting was in session. Present: Chairperson P. McDonald, Vice Chairperson F. Priddy, Trustee T. Jones, Trustee J. Richardson, Utilities Superintendent League and Clerk Hedrick.

The meeting was called to order at 6:00 pm.

Motion by J. Richardson and second by F. Priddy to approve the previous minutes. Roll call: Ayes- T. Jones, P. McDonald, F. Priddy, J. Richardson. Nays- none. Absent J. McDonald. Motion Carried.

Resolution 488 to Approve 1% Budget Increase

BE IT RESOLVED BY THE CHAIRPERSON AND THE BOARD OF TRUSTEES OF THE VILLAGE OF STRATTON, NEBRASKA: The Village Board of Stratton hereby approves an additional 1% increase on the total 2019-2020 fiscal year funds subject to limitation by law for the fiscal year 2020-2021.

Resolution 489 - Property Tax Request Resolution

WHEREAS, Nebraska Revised Statute 77-1601.02 provides that the Governing Board of the Village of Stratton passes by a majority vote a resolution or ordinance setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

NOW, THEREFORE, Governing Body of the Village of Stratton, resolves that:

1. The 2020-2021 property tax request be set at $58,504.

2. The total assessed value of property differs from last year’s total assessed value by 10%.

3 The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be $.415192 per $100 of assessed value.

4. The Village of Stratton proposes to adopt a property tax request that will cause its tax rate to be $.449997 per $100 of assessed value.

5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Village of Stratton will exceed last year’s by 10%.

6. A copy of this resolution be certified and forwarded to the County Clerk on or before October 13, 2020.

Ordinance 201 - 2020-2021 Budget Ordinance

AN ORDINANCE TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CHAIRPERSON AND THE VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF STRATTON:

Section 1. That after complying with all procedures required by law, the budget presented and set forth in the budget statement is hereby approved as the Annual Appropriations Bill for the fiscal year beginning October 1, 2020 through September 30, 2021. All sums of money contained in the budget statement are hereby appropriated for the necessary expenses and liabilities of the Village of Stratton. A copy of the budget document shall be forwarded as provided by law to the Auditor of Public Accounts, State Capitol, Lincoln, Nebraska, and to the County Clerk of Hitchcock County, Nebraska, for use by the levying authority.

Section 2. This ordinance shall take effect and be in full force from and after its passage, approval, and publication or posting as required by law.
